My understanding is that steel cases are not reloadable and that the brass from the brass cases is sold in order to cover the range of upkeep costs. Some people buy steel-cased ammo because it is a lot cheaper than brass. Softer civilian ammo primers could be dimpled during round clambering and cause a misfire. My reading of this is it comes down to can and should.
